3.1 Stuttering fix?

Alright so I'm fine with the low fps (for now) but the constant stuttering is making the game unplayable for me. I've tried changing the games priority to high or even realtime without any luck. It stutters no matter what settings I use Anyone got a fix for this?

Specs: Nvidia GTX 1080, Intel i7 6700k 4ghz, 16gb RAM, Game is installed on an SSD
